The Calif. "loophole" that Brent speaks of is temporary only, and is a
provision allowed during the SMOG II phase-in. SMOG II will be considered
complete in California when NOX testing is implemented. NOX is
not currently being tested, as this requires new equipment at the
smog stations. A *feature* of the new equipment is that a connection
with DMV database in Sacramento is required before the equipment
commences their monitoring run. No "pretesting" will be possible.
No "tweaking" will be possible. Of course some of the older equipment
may be available "off-line", but I do not know of their legal status.
I wonder what CARB would think of Scotty's dilithium crystals?
