Ours came from the DPO adjusted the same way, and with corresponding cracks
in the Cowling -  However after I adjusted it the way Bently tells one to, It
now moves smooth as silk.  

(From Memory - forgive me) Bently says to put a 1/16" shim between the cam
and the resting point, then adjust the fast idle screws to just off the cam.
 After doing this, the pull, which before took two hands (or one with a thumb
on the cowl) comes out with little effort.

This all assumes, of course, that I haven't become my own DPO :-)
