Two things come to mind concerning your brake problem. The first thing to
check is the brake adjustment. If the brake is out of adjustment the shoes
wear unevenly (which can cause the metalic sound) and also cause the wheel
cylinder to extend too far where it might be reluctant to return.
The second thing to check is if your wheel cylinder itself is bad. It could
either be sticking or rusty or crusty or leaking or any number of nasty
things.
Pull the drum and tell us what you see.
