UK old car tax exemption!

Dear all,
          Now that the  chancellor has announced that all cars over 25 
years are to be exempt from road tax, has anyone found out how this will 
work in practice yet? Can I send my tax discs back for a refund now? Will 
we still need to apply for a 'free' disc?
If noone knows maybe I'll try phoning up the DVLC tommorow.
 
I'm off for a beer (or 6) now to celebrate!
