John,

I've had good results from some stuff called 
"Rust Reformer"
by Rust-oleum.  Other people make similar compounds.  It supposedly converts
rust to some other non-oxidizing compound, and prevents further rusting.  You
paint it onto rusty spots and it turns them black, acting sort of like a
primer.  Where I've used it I haven't had repeat rust after several years.  A
friend of mine tried it on a spot he wanted to look nice, and he had a devil
of a time sanding it smooth afterwards.  It seems the stuff dries really
hard.  I wouldn't recommend it for body rot, but it works well on surface
rust.
