The metal case of the indicator flasher unit should be earthed - on my Herald it's screwed into the bulkhead just above the voltage regulator. ( This is on a British RHD car, where the battery and voltage reg are on the passenger (LH) side). Sounds as though your flasher unit is demic - I think Lucas are still manufacturing them, but you should be able to get one from a scrapyard quite easily.
