Theo,
Bike brake cables normally have loops in them. Pulling on the hand brake
without a sheathing on the cable would just screw up the loop rather than
working the brake. It would seem that if the emergency brake cable in a car
had a perfectly straight shot that it would act like a solid rod and could
work without a sheathing?? But every emergency brake I've seen has a
sheathing so there has to be some reason for it.
