You're not talking about the speedo access hole on my late MKiA's left rail.
Placed perfectly to allow a very long socket + extension to reach the
speed drive gear and hold down bolt. Changing the gear is simple.
Finding the 15 tooth drive gear is the issue.

It looks like an ill-advised access hole in a stressed member to make
installing the speedo cable easier....
