I have to agree with Jim Leach.  I had the same thing happen to me when I
bought an MG TF on EBay and had it arrive in entirely different condition
than was promised and was shown in the photographs of the car.  Either the
photos were very old or they had been doctored to hide all the damage and
wear on the vehicle.  At first, I wanted to sue the person's butt off, but
in the end was convinced by my attorney to just cut my losses and let it go.
It's hard to do, but attorney's fees in another state rack up VERY FAST.

If your friend can get in touch with the Las Vegas police quickly enough, he
may get some help, but usually these guys take that into account and tie up
their operation and get out within hours rather than days.  I hope he ends
up with a good result.
