Frank ( or Amberly, as the case may be),
It sounds very much like you are leaning out your mixture ratio on
throttle opening. I have no idea whose carb you are using, but the
throttle opening is mechanical, and the air volume increases
dramatically. If the gasoline ratio does not keep pace, the mixture
leans out and backfires.
This could be anything from plugged secondary jets, accelerator pump(s)
malfunction, hole in secondary carb passage allowing a lot more air in
below the choke, or anything else that hinders fuel supply.
This sounds more like a fuel circuit problem than a throttle plate
actuation problem.
