Gary,
Before you go to all that trouble, run the tanks down to about 1/4 full,
then disconnect the wire from the tank sender. Now measure the resistance
between the sender output tab and the tank body and write it down. Put five
gallons of gas into the tank, then measure again. Compare your resistance
readings to Stu Brennan's table:

If your readings are stuck at the 200 ohm mark or more then your float is
sunk. If they are in the same ballpark as Stu's then there is another part
of the system that needs attention - either the tank grounding or the wiring
between the sender and the gauge.

Alternatively, get a 200 ohm, 5-watt rheostat, connect it between the sender
wire and the ground, and observe the reaction of your gauge as you turn the
knob, but be careful to not go below 20 ohms or you may fry the gauge. This
experiment wouldn't validate the integrity of the tank grounding.
