Obviously I am no expert, but I think the answer to your question is
"yes".

 Even though it should take the same amount of horsepower to move a car
of a given weight and wind resistance to a target speed, regardless of
its state of tune, (or even cubic capacity), a heavily modified motor
should generate more heat than a less modified one due to higher
compression, stronger valve springs, maybe larger valves, more
aggressive cam profile, etc.

is my "breathed on" motor generating any more horsepower to move my car
at
35mph (or 70, or idle) than yours?  or is my motor generating more HP
only
when it is outrunning yours at WOT?
