Sounds like something is loose or badly out of adjustment somewhere. The other possibility, particularly if the car has been off the road for a long time, is a tire miss-match. A mixture of radial and bias ply tire will give the reaction described. Scott didn't give much input as to what he's done to the car during it's down period or what non-stock component might have been installed. A little more input is needed to pin down this problem.
