If that were the case, the State could confiscate your shoes if you did not 
have the receipt.

You don't have to prove your innocence. The State needs to prove you guilty.  
The wrong rivets does not prove the car is stolen, it only proves that someone 
changed the rivets.  Here is a conundrum for you: If you changed the rivets one 
at a time, did you remove the tag from the car?
