Stephen,

I restored my mirror this year and is fairly easy.  The hardest part of the
process is finding a place to re-silver your old mirror.  Here is the
process I used:

- Carefully remove the mirror from the housing, making sure you do not
destroy the vinyl that surrounds the mirror in the process.
- Drill out the two rivets that hold the stem onto the housing and send the
stem to get rechromed.
- If the vinyl is in good shape clean it and repaint it using black vinyl
spray paint.
-  When all the parts come back simply attach the stem to the mirror housing
using some solid rivets found at Ace Hardware.  These rivets are compressed
using a hammer and a punch and after painting them black will resemble the
originals from the exterior.
- Using a good cement remount the mirror to the vinyl backing and then glue
the mirror and its backing to the housing.
