Marc,
I am well aware of the shadow factory scheme: are you saying by dictate,
Rootes built a secure site without anything of importance to store in it? I
was curious about what was (if anything) was deemed to be "important": they
had to have parked something under a twelve foot thick bomb-proof reinforced
concrete roof!
