Last time I looked, my temp/fuel gauge article was still on Mark Olsen's
site.

When my sender failed, it started reading LOWER than reality.  My guess for
high readings would be the panel voltage regulator.  It might have lost its
ground or failed.  Laifman's Tigers United site has an article about
converting to a solid state regulator, but the original thermal regulators
work well as long as they are well grounded.
