Rich,
Solenoid only operates starter with ignition switch activation.
Need voltmeter and schematic. Most likely culprit is the lack of a
ground at the engine. I believe it is a strap between the block or
transmission and the frame/body. Must be there, and the mating surfaces
rust free.
