License plate

I have seen tigers with the license plate both above and below the rear
bumper, which is correct?  Did they switch at some point? Mine is below the
bumper and every time I go into a steep parking lot it scrapes the asphalt.
Today I was coming back from LA today and seen a red tiger with black
hardtop on the 210, it was very sharp.
