Bruce, I am sure the list will be telling you the same thing, but
grounds are 90% of the electrical problems on Tigers, and most other
cars.  The front turn signal is grounded by the 2 sheet metal screws
that hold the turn signal to the body.  

Stupid engineering, in that the ground goes away with the rusting of the
paint being chipped by the sheet metal screw to the body.

Solution is to take out the turn signal, drill and tap a hole, insert a
screw, with a wire and star lock washer, cover with silicone, and run
the wire along the other wires to the inside of the engine compartment,
and find a Good Ground.

No more problem.  Of course you could just clean up the rust, and wait
till the next inspection, and do it again.
