This is an interesting post James.  2nd, 3rd, & 4th gears are the usual
Toploader ratios.  Could it be that the transmission was fitted to a car
with an extremely high (numerically low) rear end ratio for gas milage;
and, the low 1st gear ratio was needed to get the car moving.  These low
1st gears are available.  Speed-o-motive advertises an "overdrive " TL
which has 3:28 1st gear .  Aslo, the reversed gear shift poitions for 3rd
and 4th may have been made to fit the particular gear shift mechanism, ie
column.  You mentioned yourself that this could be done.  

I looked up Toploader ID codes in the Ford V8 Engine Workshop website. 
Your transmission number is not listed, but the list only goes up to 1972
(your exact Tiger Toploader was also not listed,so how helpful is this
list?)

I'm interested in hearing what  is really going on.
