Rob,

On my Mk I the license plate mounted below the bumper.
Remove bumper for access.  Just unbolt the stock mount from
the trunk, and put some nice stainless or chrome screw in
the holes.  Mount the normal bracket  upside-down under the
bumper location.  This then places the mounting holes below
the trunk release button, in the dished area.  Mount with
some chrome SMS, and a feed-thru grommet for the plate light
wiring re-route.  Some rubber pads under the contact areas
of the support plate are a good addition.

Works fine, plate should be below bumper (dry fit before
drilling holes). (Remember to turn your license plate around
{9->).

BTW:  This height may not be in accordance with your state
requirements, but I haven't been bothered.  The front
plates, and brackets are in the trunk, just in case.  "But
officer, it just fell off this 35 year old car, and I put it
into the trunk to get some new attachments".
