Rust and body caulk

I was wire brushing the rust on my trunk floor and on inside of the read
fenders.  I have the gas tanks out.  Lots of the body caulk is loose and is
coming up.  There is some spot rust under the loose stuff.  After I treat
this with Corroless, should I re-Caulk it?  What is that caulking stuff and
where do I get it??
