This is called 'black crackle' finish and was used extensively in the 50's and
60's for radio enclosures. Cured with moderate heat in an oven to obtain
crackle. Probably try a good amateur radio electronics store that still carries
parts. Henry Radio, in West Los Angles would be one. The other popular finish
was 'Hammertone", and that's what the AC Tiger Air cleaners were, before
chroming. Same applications and sources.
