Does Minilite or anyone else make some 14" wheels that have the correct
offset for the front/rear?

Last I checked, Rick at Sunbeam Specialties had a line on real Minilites,
which can be purchased in pretty much any configuration (offset, backspacing
etc.) in a 14" diameter. Another option would be Panasports, which are great
wheels and are period correct for a Tiger.
