It is against the law (Federal type) to operate a motor vehicle with the
VIN tag removed but, two caveats. The law specifically allows removal in
the course of repair. And, in any event, the Federal law only applies to
vehicles manufactured after 1st January 1967, though some states may have
other laws. The Feds don't care what you do with an ID plate on a car
built up to 31st December 1966 unless the removal is done with a fraudulent
intent.
