Mark, 

I do believe you are correct.......which means that there are a great deal
of restorations out there who's owners should be serving serious time.  Not
condoning illegal behavior, but the guy who restored my Tigger in 1986 did
it, and when and if I repaint the ride, I will seriously consider doing it
as well.
