Yes,
The cast iron center section should be painted reddish orange.
One of the best color matches is Red Insulating Enamel, (electrical
insulation coating)
used on armatures. I've read the purpose behind this is to enhance oil flow.
All Tiger & Cobra rearends I have worked on have this coating somewhere under
25+ years of gunk.
Dave Dralle was the one who pointed me to the Red Insulating Enamel for the
center sections.
The stamped steel covers I've seen have always been black, also axle tubes.
Whether gloss or semi-gloss is correct, I cannot say. I've always used
semi-gloss, because gloss just doesn't make sense (to me) on the
undercarriage. 
While we are on the subject, Ford didn't paint their 4-speed transmissions as
they came from the factory. Something to do with holding in heat. (probably
cost)
When I was doing a toploader some 12 years ago Dave gave me that lecture too.
