POR-15 and replacement floor panels

Hi,
Getting into the discovery phase of my Alpine SV restoration, finding
rust in all the familer places. Three questions;
1.) POR-15. Is it any good? Is it trouble down the road? If you do a
good job getting most of the rust out, will it prevent the cancer from
spreading? Anybody with experience please reply.

2.) Is there a source for outer rocker panels, that darn spot right
behind the door and floor panels (under seat and drivers side under
foot)? What is the proceedure for welding them back in?

3.) Is there a "dip" spot in the SF Bay area? It seems pretty radical
but I'ld like to know all my options.
