     All;
     
     -Like every bureaucracy, their (DMV) charter is perpetuation of their 
     existence, not to provide any kind of efficient, quality service. 
     Sadly, the whole TQM "movement" hasn't had much of an effect on any 
     service organizations, and probably never will.
     
     Like all parasites, they (DMV) feed off their hosts (the taxpayer), 
     but not so much as to weaken them and kill their "food source".This is 
     called "economic parasitism" or socialism or.....
     
     The DMV is in business to take in revenue for licences, registrations, 
     in any combination of clauses and fines in order to maximize their 
     revenues. Cutting to the chase, this is the only reason they exist.If 
     they really cared about only giving licenses to competent drivers, 
     they'd be cutting off revenue that perpetuates their existence.
     
     -Re-read Marx & Engels...& John Maynard Keynes. They, along with Adam 
     Smith, et al,  were required reading in my introductory MBA 
     classes.The picture becomes a little clearer within a capitalistic 
     system how deficit-side economics/bureaucracies came in to their 
     heyday during the Depression to stimulate the economy. We just now 
     can't get rid of them or streamline their operations.
     
     -My last comment...just look at the inefficiency of the USPS, AMTRAK, 
     and every other gov't. entity that constantly runs at a deficit.

You better hope they don't establish "competency" requirements for 
dirvers' licenses! Given the  fact that you associate with known Tiger 
owners, you wouldn't have a prayer! You can't honestly think you or 
anyone else could be so "competent" a driver as to never cause an 
accident!
