Some shops I've seen can turn out a pretty good job using the "flash
chrome" process.  It all seems to come down to the prep work (as with most
things in life) done before the actual plating.  If you do use the one-step
process just be sure to MAINTAIN the finish so rust never has a chance to
begin.

A nifty trick some shops and restorers use is to paint (yes paint) the back
surfaces of the bumpers with a silver colored, rust inhibiting paint-- like
Rust-olium.  The back surfaces of bumpers are typically not prepped or
plated very well, even on the high end jobs, and the paint gives an even
color consistency to the surface that'll last and preclude rust from
getting a start.
