I think the confusion is not whether there is a relief valve (there is)
but where it's located. It is not in the filter, it's in the block and
measures the pressure difference between the inlet to the filter and the
outlet from the filter AND the input pressure. In the case of too high
an inlet pressure from the pump, whether from a clogged filter or
whatever, it by-passses the oil into the engine oil passage, or dumps
part back into the sump depending upon the sophistication of the
design. This keeps the oil filter can from exploding and dumping your
oil. It also monitors the DROP, or restriction, of the filter and
by-passes the filter if it's clogged enough to drop 8-10 psi trying to
get the oil thru a dirty filter. The rubber diaphragm in the filter is
to stop emptying the filter by siphoning.
