I have the EXACT same problem!  I've been told that the cable
was manufactured in such a way that it tends to push against
the spinning disk.  I think that action has caused the bearing
surface on the spinning disk to wear until it touches the cup
attached to the speedo needle (at least that seems to be the
case with my speedo due to the brass shavings I found inside).
I was able to get my speedo to work correctly for awhile by
slackening the cable, but then the needle started whacking the
peg again...I've been told I could fix this problem by adding
a ferrule to the speedo cable to prevent it from pushing against
the spinning disk, or I could attempt to take the speedo apart
and maybe put some washers or something to keep the two disks
apart.  Or I could just do like Ramon suggested and send the
speedo in for repair (if I wasn't so cheap...;-)
