Egan meets the Perv?

So I'm cleaning up the basement and come across an old
Road and Track from the early 1990's where Peter Egan
writes about teaching at driver's school at Blackhawk.
 He details his adventures with a TR-4 student who
progresses nicely.  A guy by the name of "Irv".  Is
this our own Irv the Perv?
