There are many reports of new cables being installed and the speedo
"bounces". Often it is due to the cable end protruding too far into
the speedo itself, pushing the cup and cone together where they will
drag on each other. Best to add a small washer or 3 to the end of the
outer cable, inside the cable nut, so that the inner cable doesn't
have the chance to bottom out. That also prematurely wears the
bearings or jewels.
Whether the cable "grows".... I dunno...
