LED bulbs are coming on the market too, those are probably pretty fast to
respond.
The screw-in FL bulbs that I've had seemed to come on pretty quickly, they were
just dim and had bad color. Our kitchen has a big fluorescent fixture in the
ceiling. I got tired of it flickering and so forth to I bought an electronic
ballast at HomeDepot. Now it comes on almost instantly and never flickers.
I'm not up on the law regarding bulbs but there may be exemptions for certain
uses.
