My problem is they use small DC motors with very small shafts and try
attach either a dowel & wheel or a plastic axle from a connecting gear
set with a wheel. Therefore they are trying to drill a 1/32" or less
hole in the plastic axle or dowel to attach to the DC motor shaft and
I do not have anything that small or precise.

Tell them to take their DC motor to a good hobby shop that carries
electric "park flyer" R/C aircraft and find an adapter that fits.
Electrics are the rage and miniture is in... There are various
adapters to put a propeller or a gear drive on almost any size motor
shaft. For the little bit of expense, it beats trying to manufacture
something that won't fail during the competition.
