As a general rule, yes.
BUT - we do have a lot of non-indigenous Brits from areas of the world where
driving abilities are not at a premium and who tend to drive taxis. This
group of road user tends to bias general driving skills in a downward trend.
(This is the most polite and politically way I can think of expressing
this.)
It is a driving license endorseable offence to cause a pedestrian to deviate
from his chosen progress when on a pedestrian (zebra) crossing. By the way,
it is also an offence to drive through a puddle in the road and splash
someone on the pavement - but it's still good fun!! ::: :-)
