I had exactly the same thoughts so I ended up making spacers to go inside
the strap for the bolt to pass through. Standard hardware store stuff worked
well with a slight trim.

I have one spacer tube with each rebound strap. If I were designing this
attachment, there would be two - one inside the hole in the rubber strap and
one between the two supports for the bolt. Am I missing some spacer tubes,
or do I have the design wrong?
