Hi Jim,
Ref your Midget woes, your 68 should have the padded dash. If so, the
ignition set (key and cylinder) even if non-cooperative at times will not be
the problem. There is a flat steel bar that connects it to the electrical
side where the actual circuitry is. That piece is on the other side of the
steering column. You have to take the whole assembly off to get to it.
That being said, it is highly unlikely that the ignition switch is bad
unless you had the key cylinder out for some reason and did not line up the
flat steel bar upon reassembly. Coupled with the starter problem, I would
suspect something else... The ground issue is probably the best place to
start. A quick way to find out about your starter is to pull it and see if
it works. You can actually wiggle one out from under the car so you do not
have to remove the dizzy. Then use a pair of jumper cables to test it. Hook
one lead to the stud where the power cable attaches and the other lead to
the body of the started and depending on your car's ground ( + or - )
appropriately touch to a good battery. If it spins you can cross the starter
off your list.
