Yeah, the solutions are all doable... I just don't think the government
should be able to tell me to do it before a purchase of a widely available
product.

I've had propane heat and it wasn't that bad. The cost would have to
be WAY out of line before I'd consider re-insulating the entire
structure.
OTOH, you might look into upgrading one part at a time and eventually
get tree-hugger compliant. Maybe do windows one year, have some
insulation blown in the next, etc.
