They measure two different (yet somewhat co-dependant) things.
It is perfectly possible for both carbs to be set to the correct mixture
(colour-tune) and still be out of balance (uni-syn). Get the mixture
to a usable state (9 to 12 flats down), then get the balance right,
then tweak the mixture, then re-check the balance. Repeat as
needed.
