No way. Admittedly, the initial results of rebellion may not be a
viable state, but in the end such a state is imminently possible even
when outside interests interfere. History is filled with such
rebellions. History is also filled with projections of the learned of
each age claiming that in view of current practices and military
capability such revolutions are no longer possible.
People live to prove the pundits wrong... ;-)
