Something to be concerned about: Several years back, my Midget's starter
was exhibiting the same symptoms you describe.  I ignored is until it
was time to pull the engine for a clutch replacement.  Much to my
surprise, the starter had pushed the ring gear forward, on the flywheel,
into the oil pump cover!  It had machined half of the end off of the oil
pump cover!
Fortunately, I had another oil pump cover in my parts stash, and a new
ring gear was not expensive.  I had my machinist weld the new ring gear
on, just to be safe.
Hopefully, your starter/ring gear issue isn't the same one that I was
presented with.

Got a standard Lucas starter that more and more often does
not engage the ring gear. Hit the key, and sometimes it
starts to start then whirs. Sometimes hit the key and it just
whirs; then I move the crank and it engages just fine. Sounds
like there should be a big gap in the ring gear where teeth
are broken.

Just pulled the starter and looked.

Some of the ring gear teeth are marginally shorter than others,
but none are broken nor chipped.

Some of the starter pinion teeth are marginally worn back at an
angle at the end they first engage the ring gear.

Should I be looking for some other kind of starter? Should
I just try a new lucas starter (this one has worked great for
about 10 years now). Should I yank the mill and get the
ring gear replaced even though it looks OK to me?
