No!!
Points closed voltage reading betwen coil terminals should be
full system voltage. It should be zero across the points and zero
also across the ignition switch. All of this assuming ignition
switch is "on." The coil will then be the only significant
resistance in the circuit and therefore the only place where any
voltage drop will be seen. In places, like the closed points, and
the "on" ignition switch, there should be no appreciable resistance
and therefore no measurable voltage drop.
