If the master cylinder piston does not return all the way home to rest position, the little hole that lets more fluid in ahead of the piston will not be uncovered and the system will try to push the same inadequate little charge of fluid back and forth. Be sure that piston returns ALL THE WAY to the front of the master cylinder after each stroke. Double important for the brakes.
