Is this a low-forward speed symptom or is this happening at higher forward 
speeds as well, Phil?

Gauge checked for accuracy appropriate
thermometer, etc.?

Distilled water with 15-25% anti-freeze will do the trick if mechanicals are in 
good shape. Or 100% distilled with appropriate amount of water wetter (or hand 
dishwashing liquid as mentioned by prev.
poster). Use a can of anti/corrosion/lube
proprietary stuff made for the job avail from local auto parts store.

If the rad is old, it's internals may be "coated" and thus require attention or
rad renewal.

Give this a try.

Do a good reverse flush of the entire cooling system with an appropriate 
proprietary cleaner, then top up as aforesaid while replacing the stat with a 
new summer 68C (170F) stat.
