I am leaning towards the theory proposed earlier with regards to varying pressures from the pump. Are you using a pressure gauge to monitor the fuel pump pressure at these various rpm? Is it the original style of mechanical pump or an electrical pump? If it is electrical, are you monitoring the voltage? Are you setting the pressure via numbers on the regulator or an actual gauge?
