Yes, that is where the weep hole is and an indication of time for a new
pump. Check the manual for fan belt tension, but usually a 1/2 inch of
deflection at the fan belts longest run is about right. Too tight and
you'll toast the bearings, too loose and you'll overheat as well as have
problems charging the battery. Glad you found it.
