That makes sense. They are so small once I have them refinished in black
they will be almost invisible. Thanks.

I've got a set of 13" Revolutions and they don't have holes as you describe.
Various racers have tried to attach vanes to their wheels to get more air to
the brakes. I have a set of Minilites that have small "extra" holes for
that purpose, for example. Maybe that's what you have there.
